Torghar is the Black Mountain district on the Indus side of Hazara. Hindko speakers still say Kala Dhaka. The official name is Torghar. It was cut out of Mansehra in 2011 so the mountain had its own deputy commissioner. Judba is the headquarters tehsil. Shangla’s Martung sits across the river. This is not Mansehra city and it is not Battagram bazaar. It is ridge villages and a thin road.
Pashto is the language of the houses. Judba tehsil’s 2023 row is 62,949 Pashto speakers out of 63,083 people. Hassanzai is the clan name tied to Khander. Sixteen union councils appear on local lists.
Households 29,410. Population 200,445. Area in the census table 454 km² (some older notes say about 497). All rural. Literacy 29.74 percent — 46.58 percent for men, 12.46 percent for women. Under-tens about 67,500 (34 percent). Sex ratio about 104 men per 100 women. Site: torghar.kp.gov.pk.
Khander Hassanzai — 305 km², 86,859 people, literacy about 38.7 percent. Largest land and largest count. Highest literacy of the three.
Judba — 63 km², 63,083 people, about 1,000 per km², literacy about 19.8 percent. Headquarters. Smallest land, densest.
Daur Maira (Daur Mera) — 86 km², 50,503 people, literacy about 25.9 percent.
Mansehra and Oghi are the towns people use for a specialist ward and a degree exam. The Indus road and the ridge tracks decide whether a teacher arrives. Government colleges are few. DHQ-level care at Judba is the local demand. Female literacy at 12 percent is the education fact for this district. A girls’ middle school that stays open in winter on the Khander side is the measure, not a mountain photograph.
