Rawalpindi is not Islamabad’s suburb, though the highway pretends it is. It is the older city on the Potohar plateau: Gakhar restoration, Sikh market, British Northern Command, Pakistan’s General Headquarters. The new capital was poured onto its northern fields in the 1960s. The old streets thickened.
After Murree and Kotli Sattian became their own district in 2022, the 2023 census gives this district 5,745,964 people on about 4,547 km². Urban about seventy percent. Literacy near 83 percent — women about 78 percent, among Punjab’s strongest. Phone 051. Pothwari Punjabi first; Urdu in the city; Pashto a real minority; Hindko from the hills.
Five tehsils: Rawalpindi 3,744,590 (83.97% literate); Taxila 739,244 (81.98%); Gujar Khan 781,578 (79.72%); Kahuta 237,843 (84.05%); Kallar Syedan 242,709 (82.23%).
Taxila is the first city on this plateau — Bhir Mound, Sirkap, Sirsukh, Jaulian monastery; a UNESCO World Heritage Site. Achaemenid edge, Alexander, Mauryan, Indo-Greek, Kushan. Fatehpur Baori decayed after fourteenth-century Mongol weather. In 1493 Jhanda Khan Gakhar restored it as Rawalpindi — the pindi of Rawal. Gakhar country is the plateau’s deep grammar. Sikh misls took the town in the 1760s from Mukarrab Khan. Sardar Milkha Singh invited traders from Jhelum and Shahpur. That invitation made the Hindu and Sikh commercial city later remembered in mohalla names: Kartarpura, Amarpura, Mohanpura, Arya Mohalla, Chittian Hattian. On 14 March 1849, after Gujrat, the Sikh army under Chattar Singh and Sher Singh laid down arms here. The British inherited a market and made a garrison.
Northern Command looked at the passes. Municipality 1867. Railway toward Peshawar. Gakhar and Janjua loyalty in 1857 is in the imperial file. Partition emptied those mohallas and filled them from Amritsar, Jullundur, Gurdaspur. The shop-shape survived. Pakistan kept GHQ here. Islamabad was a drawing; Rawalpindi was a habit. On 16 October 1951 Liaquat Ali Khan was shot speaking in Company Bagh. The park took his name. The Rawalpindi Conspiracy case sits in the same year. Ayub used this town as the real capital while the new one was scaffolding. 1965 and 1971 put missing chairs in Gujar Khan houses where army service is a profession. 1999 put the city on a world news map without asking the bazaar.
Saddar is the cantonment grid — churches, shops that still dress for an officer. Raja Bazaar is the other lung. Murree Road swallowed the gardens people over fifty still name. Liaquat Bagh is the political ground. The cricket stadium has held Tests. Committee Chowk and Sixth Road are working names. The Leh nullah remembers it is a stream when rain is honest. Water tankers are June politics. A clerk who sleeps in a Dhok and works in Blue Area lives one district in two postcodes. Cantonments collect their own tax. Taxila holds a museum and Heavy Industries in one tehsil. Kahuta is the foothill the brochure will not tour.
Jhanda Khan restored. Milkha Singh invited the market. Liaquat died on this grass. A boy from Gujar Khan who takes a commission is as typical as a boy from Raja Bazaar who takes a shop.
Congestion daily. Winter air seasonal. Tankers in June. The Leh in monsoon. Societies eating fields toward Gujar Khan. Protocol lanes that treat an ambulance as inconvenience. Encroached parks. Not katcha dacoity — ordinary city crime. Same province as Rojhan’s 13 percent women’s literacy. Different century, apparently.
Stand in Raja Bazaar at dusk and it never agreed to become a suburb. Stand at Taxila and it is two thousand years older than the bazaar. Stand at Liaquat Bagh and it is a national wound with a local address. Islamabad was designed. Rawalpindi accumulated. Census 2023.
