Zhob River valley · Apozai · Fort Sandeman · Pashtun country

At the heart of northern Balochistan, Zhob grew around a river, a valley and the routes that connect the region with the wider Pashtun frontier. Its modern history carries the memory of Apozai, Fort Sandeman and the administrative transformation of the late nineteenth century, while today's economy remains rooted in agriculture, orchards and livestock.

01 · The Place

A river valley with a long memory.

Zhob is both a district and the name of the river that runs through its historic valley. The district headquarters sits at an elevation of roughly 1,426 metres, making it a markedly different environment from the low plains of southeastern Balochistan.

The modern city was originally known as Apozai, after a nearby village. During British rule it became Fort Sandeman. Its name was changed to Zhob on 30 July 1976, restoring the regional name to the town and district capital.

Today the district combines a historic town, mountain foothills, agricultural valleys, orchards, pastoral landscapes and routes toward Afghanistan. It remains one of the most distinctive cultural and geographic areas of northern Balochistan.

Zhob's story is written in three lines: the river, the road and the valley.
02 · Geography

The Zhob River gives the valley its shape.

The district headquarters stands on the banks of the Zhob River. In a dry mountain environment, a river valley becomes more than a geographic feature: it influences settlement, agriculture, transport and the historical importance of the town.

A valley between mountains

Zhob's landscape is largely hilly and semi-arid, with agricultural activity concentrated where water and suitable soils permit. The river and its associated valleys provide a natural focus for human settlement.

The High Court of Balochistan records that a water supply from the Saliaza valley was established in 1894, helping irrigation, fruit planting and drinking-water provision around the town.

03 · History
1890

District formed

Zhob became a district during the British administrative reorganisation of the region, with Fort Sandeman as its capital.

629 AD

Xuanzang's account

The Chinese Buddhist pilgrim Xuanzang visited the region in 629 AD and mentioned Pashtuns living in the Zhob area. His account provides a rare early written reference to the region.

1884

The Zhob Valley expedition

The Zhob Valley expedition marked a major turning point in the region's relationship with British colonial authorities.

1889

Apozai becomes Fort Sandeman

British forces occupied the town, then known as Apozai, and renamed it Fort Sandeman after Sir Robert Sandeman.

1890

Zhob District is established

The district was formally created in 1890, with Fort Sandeman serving as its administrative capital.

1894

Water transforms the settlement

A water supply from the Saliaza valley helped expand irrigation, fruit cultivation, tree planting and drinking-water access.

30 July 1976

The name returns to Zhob

The town's official name was changed from Fort Sandeman to Zhob, restoring the regional name used for the river and valley.

04 · A Name That Changed

Apozai, Fort Sandeman, Zhob.

Few district capitals in Pakistan have carried such a visible sequence of names. Apozai belonged to the older local geography. Fort Sandeman represented the colonial administrative period. Zhob became the modern name after 1976.

These names are not merely historical labels. Together they show how the same town was interpreted by different political and administrative systems over time.

The old colonial name remains present in historical records, buildings and local memory, while Zhob is the official identity of the contemporary city and district.

The Castle

During the colonial period, the Political Agent lived in a building known as "the Castle", located north of the town and elevated above the plain.

Around it were the military lines, bazaar, dispensaries and school, illustrating how the colonial administrative town developed around a compact institutional centre.

05 · People & Culture

Pashtun country with a distinct valley identity.

Zhob is overwhelmingly Pashtun in social and linguistic identity. The 2023 census records Pashto as the mother tongue of the vast majority of the district's population.

01 · PASHTUN HERITAGE

Kakar traditions

The wider Zhob region is strongly associated with Kakar Pashtun communities and the social traditions of northern Balochistan.

02 · LANGUAGE

Pashto

Pashto dominates the district's linguistic landscape and remains central to family life, local communication and cultural identity.

03 · SOCIAL LIFE

Tribe, family and community

Extended family networks, tribal relationships, agriculture, livestock and local markets continue to shape everyday life.

04 · FRONTIER CULTURE

A meeting point

Zhob's location near major routes toward Afghanistan gives the district a long-standing connection with cross-regional movement and trade.

06 · Agriculture

Fruit orchards in a dry highland.

Zhob's economy depends heavily on agriculture and livestock despite limited water availability. Irrigation, tube wells, river valleys and foothill orchards create productive areas within an otherwise dry landscape.

01 · APPLES
68,670 t

Provincial Agriculture Department statistics for 2021–22 recorded 6,463 hectares of apple orchards and production of 68,670 tonnes.

02 · APRICOTS
21,479 t

Apricot orchards covered approximately 2,016 hectares in the 2021–22 agricultural statistics.

03 · ALMONDS
4,699 t

Almonds are another characteristic orchard product of Zhob's highland agricultural environment.

04 · GRAPES
3,105 t

Grapes are grown around the mountain foothills and contribute to the district's horticultural economy.

05 · POMEGRANATES
5,794 t

Pomegranate cultivation adds another fruit crop suited to the district's dry conditions.

06 · WHEAT
2,492 t

Wheat remains an important Rabi crop alongside barley, maize and fodder production.

07 · Livestock

The pastoral economy.

Livestock is one of Zhob's major sources of livelihood. The official district profile describes livestock as the second major occupation of the population after agriculture.

Sheep and goats historically moved from Zhob toward markets in Quetta and Punjab. Drought has periodically placed severe pressure on herds and household incomes.

Reviving livestock through better veterinary services, pasture management, water availability and market access could provide an important source of rural employment.

Pastures matter

Zhob contains extensive grazing areas. The district profile identifies livestock grazing as an important livelihood and notes the potential for further development of this sector.

Pine-nut forests are also described as economically valuable, linking natural resources with rural incomes.

08 · Water

The central development question.

Zhob is not a naturally water-rich agricultural district. Much of the land is hilly or barren, while agriculture depends on limited water resources and increasingly on tube wells.

Irrigation

The establishment of the Saliaza water supply in the nineteenth century demonstrated how strongly water could influence the development of Zhob town.

Today, additional dams and improved water management could increase agricultural resilience, reduce pressure on groundwater and support both farming and livestock.

Why dams matter

The official district profile specifically identifies construction of irrigation dams as having the potential to bring major change to Zhob.

Better storage of seasonal runoff could support orchards, drinking water, livestock and agricultural production while reducing the vulnerability created by drought.

Groundwater

Expanding tube-well agriculture can increase production in the short term, but sustainable groundwater management remains important for the long-term health of the agricultural economy.

09 · Trade & Connectivity

A district looking toward the frontier.

Zhob's proximity to Afghanistan gives it a different commercial character from many inland districts of Balochistan.

TRADE · 01

Afghanistan connection

The district's location gives local markets links to cross-border movement, although formal trade remains more limited than the district's geographic position might suggest.

TRADE · 02

Local markets

Agriculture, livestock, food products and everyday consumer goods form the basis of local commercial activity.

TRADE · 03

Small industry

Industrial activity remains limited. The official district profile notes flour mills and small-scale chrome mining.

TRADE · 04

Value addition

Better fruit grading, cold storage, drying, packaging, livestock marketing and agricultural processing could create more local employment.

10 · Education

36.62% — progress, but a large unfinished task.

The 2023 census recorded a literacy rate of 36.62 percent in Zhob, with male literacy at 45.24 percent and female literacy at 26.81 percent. The gender gap shows that educational expansion must focus not only on access but also on girls' continued participation.

45.24%

Male literacy

Nearly half of the male population aged ten years and above was recorded as literate in the 2023 census.

26.81%

Female literacy

Female literacy remains substantially lower, making girls' education one of the district's most important priorities.

19 pts

Gender gap

The difference between male and female literacy illustrates the scale of the educational challenge.

Improving girls' schools, teacher availability, secondary education, transport and learning continuity in rural communities could have effects far beyond literacy itself. Education can also strengthen agricultural skills, entrepreneurship, healthcare awareness and employment opportunities.

11 · Urban Zhob

A valley town serving a wide district.

Zhob city is more than a district headquarters. It is a service centre for communities spread across a large mountainous and agricultural territory.

Markets, government offices, schools, healthcare facilities and transport services are concentrated around the town, making urban Zhob important to people who live far beyond the city itself.

This creates a recurring development challenge: strengthening the city without allowing rural communities to remain disconnected from essential services.

Healthcare priorities

Primary healthcare, maternal services, emergency response and reliable referral links are particularly important in a district where some communities are separated from the headquarters by difficult terrain.

Rural access

Roads, transport and communications are therefore part of the healthcare system itself.

12 · Notable Identity

A district whose history is bigger than a celebrity list.

Zhob has a strong historical identity, but reliable sources do not justify filling this page with a long list of people merely because they are associated with the wider Zhob region.

The most important historical figures connected to Zhob's modern administrative story include colonial-era officials such as Sir Robert Sandeman, after whom Fort Sandeman was named. His association is historical and administrative rather than a claim that he was from Zhob.

The district's strongest living identity comes instead from its communities: Pashtun families, farmers, orchardists, livestock keepers, traders, teachers, students and people whose lives remain connected to the Zhob valley.

This page deliberately distinguishes between being born in Zhob, being a resident, and being historically associated with the district.

13 · Looking Forward

How can Zhob build on its valley economy?

Water storage

New and improved dams could strengthen irrigation, drinking-water security and livestock resilience.

Fruit value chains

Cold storage, grading, packaging and processing could help orchard farmers capture more value.

Girls' education

Closing the large female literacy gap should remain one of the district's most important long-term investments.

Livestock revival

Veterinary services, pasture management and stronger livestock markets can restore a major traditional source of income.

Local processing

Fruit drying, flour milling, agricultural machinery and small enterprises could create more jobs within the district.

Regional connectivity

Zhob's position toward Afghanistan and northern Balochistan gives it potential as a regional transport and commercial centre.

14 · Final Portrait

Zhob is where a river valley became a frontier town.

Its modern identity cannot be separated from the Zhob River, the mountains surrounding the valley, the old settlement of Apozai and the colonial transformation that created Fort Sandeman.

But the district is not simply a historical site. It is a living agricultural and pastoral region where apples, apricots, almonds, grapes and pomegranates grow in suitable valleys, while livestock remains essential to rural livelihoods.

Its greatest challenges are familiar to much of northern Balochistan: limited water, drought, distance, low female literacy and limited industrial activity. Yet Zhob also has unusually strong assets — productive orchards, grazing land, a historic river valley, a strategically important location and a distinctive cultural identity.

The future of Zhob will depend on whether these assets can be connected to better education, water infrastructure, agricultural value chains, healthcare and regional trade.

Zhob has already changed names. The next chapter is about changing opportunity.
