Kohlu District

Kohlu District is a mountainous district of eastern Balochistan whose identity is deeply connected with the Marri people, Kahan, pastoral traditions and the rugged Kohlu hills. For much of its modern history, the area was known as Marri country and remained one of the least urbanized parts of Balochistan.

Kohlu is also a district of seasonal movement. Families have historically moved with livestock between grazing areas, while settlements such as Kohlu, Kahan and Maiwand developed as administrative, commercial and agricultural centres.

The district's modern history is closely linked to the changing relationship between tribal society and the Pakistani state, especially during the political conflicts of the 1970s. At the same time, Kohlu has a rich cultural history represented by figures such as the poet Mast Tawakali.

Pakistan Bureau of Statistics recorded 260,220 people in Kohlu District in the 2023 Census. Only about 7.3% of the population was classified as urban, making Kohlu one of Balochistan's strongly rural districts.

A mountainous district

Kohlu is dominated by rugged hills, valleys, seasonal watercourses and extensive grazing areas. The landscape is very different from the agricultural plains of central Punjab or upper Sindh.

The Balochistan High Court describes the district as generally mountainous and notes that much of its population has historically been nomadic or semi-nomadic, moving seasonally with sheep and other livestock in search of pasture.

This geography has shaped virtually every part of Kohlu's history: settlement, agriculture, tribal organization, transport and relations with neighbouring districts.

Kohlu and the Marri country

The phrase "Marri country" is central to understanding Kohlu. The district has historically been the principal homeland of the Marri Baloch, one of the major Baloch tribal groups of eastern Balochistan.

Older district-profile research describes Kohlu as an area whose modern history is strongly connected to the settlement and political organization of the Marri tribe.

This does not mean that every resident of Kohlu belongs to one tribe. Other communities, including Zarkoon and neighbouring Baloch groups, have also lived in the district. Kohlu town and its surroundings have historically had a particularly strong Zarkoon presence.

Early traditions of the Marri homeland

Local historical traditions connect the wider Kohlu region with earlier Baloch movements through eastern Balochistan.

One historical tradition associates the area with Mir Chakar Khan Rind and the movement of Rind groups after their conflicts with the Lasharis. According to this tradition, some Rind groups remained in the region under leaders including Bijar Khan.

These traditions are part of Baloch oral history and should be understood as cultural historical narratives rather than as a single uncontested chronology.

Bijar Khan and the Marri tradition

Marri traditions connect the development of the tribe with early Rind lineages and leaders such as Bijar Khan.

Over generations, the Marri tribal structure developed into a network of clans, lineages and communities spread across the Kohlu hills and neighbouring areas.

Tribal organization was particularly important in a region where permanent government administration remained limited for long periods.

Kahan — the traditional Marri centre

Kahan is one of the most historically important places in Kohlu. It has long been regarded as the traditional centre of the Marri tribe and the former residence of the tribe's sardar.

Kahan's importance was not simply political. It was also a social centre where tribal relationships, disputes, alliances and customary authority were negotiated. Modern sources continue to identify Kahan as a historic centre of Marri society.

Kahan and changing settlement patterns

Kahan's population and political importance changed during the twentieth century. Droughts, changing administrative arrangements and the movement of the Marri leadership away from the area contributed to the decline of permanent settlement there during parts of the 1950s.

Meanwhile, Kohlu town developed into the district's administrative centre.

The British and the Marri hills

British expansion into Balochistan brought the colonial state into contact with the Marri and Bugti tribal territories.

The wider Sibi region became strategically important to British India, but the Marri-Bugti areas were not simply treated as ordinary settled districts. British administration frequently relied on political agreements, tribal leaders and indirect forms of control.

The history of Sibi District records that the nineteenth-century Marri and Bugti territories were treated differently from directly administered British areas and became part of the political arrangements surrounding the Khan of Kalat and British India.

Tribal autonomy and administration

Kohlu's difficult terrain made direct administration challenging. Tribal elders and sardars historically exercised considerable influence over local disputes, movement, land and social relationships.

The traditional jirga system was an important mechanism for resolving disputes and maintaining social order.

The relationship between customary authority and formal government institutions gradually changed after independence as courts, police, schools, roads and district administration expanded.

Kohlu becomes a district

A major administrative turning point came in 1974.

The historical record of Sibi District states that in 1974 Sibi was subdivided to create Naseerabad and Kohlu districts. Dera Bugti was later separated in 1983, while other districts were subsequently created from the larger Sibi administrative area.

The creation of Kohlu District marked the beginning of a more formal district administration in the Marri hills.

The 1970s conflict

Kohlu's modern history cannot be separated from the political conflict that affected Balochistan during the early and mid-1970s.

The conflict involved competing visions of provincial autonomy, tribal authority and the role of the federal government. The Marri areas became one of the major theatres of the confrontation.

Historical accounts describe military operations in the Marri region during 1973–74, including operations associated with the name Maiwand. These events left a lasting imprint on the political history of Kohlu.

The end of isolation

One consequence of the expansion of state administration was a major improvement in road connectivity.

Roads were constructed linking Kohlu with Maiwand, Kahan, Sibi and surrounding areas. Historical research describes these roads as reducing travel times and bringing previously remote communities into closer contact with government administration and markets.

Kohlu and Sibi

Kohlu's modern administrative history is closely tied to Sibi. Before becoming an independent district, Kohlu formed part of the much larger Sibi administrative area.

The creation of Kohlu District in 1974 was therefore part of a broader process of dividing very large historical districts into smaller administrative units.

Kohlu, Dera Bugti and Barkhan

Kohlu occupies a strategic position between several historically important Balochistan regions.

It borders Loralai to the north, Dera Bugti to the south, Barkhan and the Punjab-side Rojhan area to the east, and Sibi to the west.

These connections are important for trade, migration, livestock movement and family networks.

Kohlu town

Kohlu town is the district headquarters and principal administrative centre.

The town grew in importance as government offices, schools, roads and security institutions expanded into the surrounding tribal areas.

Compared with the district as a whole, Kohlu town is significantly more urbanized and provides services for communities scattered across the surrounding hills.

Maiwand

Maiwand is one of Kohlu's historically important localities. It became particularly prominent during the political and military conflicts of the 1970s.

Today Maiwand remains a major settlement area and part of the district's administrative and transport network.

Kahan today

Kahan remains important as a historical and cultural centre even though its role is different from that of the district headquarters.

Farming and livestock remain important to local households, while the settlement continues to represent a strong connection with Marri history.

Mast Tawakali

One of Kohlu's most distinctive cultural figures is the Balochi poet and mystic Mast Tawakali.

His shrine at Maidan Gari near Kohlu is regarded as an important cultural and spiritual site in the district.

Mast Tawakali is remembered for Balochi poetry associated with love, spirituality, social observation and the landscape of Balochistan.

His cultural importance gives Kohlu a literary identity in addition to its political and tribal history.

Marri culture

Marri culture is expressed through language, oral history, poetry, hospitality, tribal relationships, livestock traditions, dress and customary practices.

Oral transmission remains especially important in communities where written historical records were historically limited.

Family histories, genealogies, heroic stories and poetry help preserve memories of earlier generations.

Language

Balochi is central to Kohlu's cultural identity, particularly through the Marri communities and the wider eastern Balochistan linguistic environment.

Pastoral life

Livestock is one of the oldest economic foundations of Kohlu.

Nomadic and semi-nomadic traditions

Agriculture

Although Kohlu is widely associated with pastoralism, agriculture is also important wherever valleys and water resources permit cultivation.

Official Balochistan agriculture policy places Kohlu in the sub-highland agro-ecological zone, where crops include sorghum, pulses, wheat, barley, sunflower, onions, figs, melons and forage crops.

Wheat production

Wheat is one of Kohlu's most important crops.

Balochistan Agriculture Department data for 2021–22 recorded about 8,425 hectares under wheat and total production of about 19,757 tonnes. Most of the reported wheat area was irrigated, although some was cultivated without irrigation.

Vegetables and other crops

Official agricultural statistics also record vegetables, barley, maize, sorghum, millet, pulses and fodder in Kohlu.

Crop choices vary with rainfall, irrigation and local elevation, making flexible farming practices particularly important.

Water and irrigation

Water is one of Kohlu's greatest constraints.

Agriculture depends on a combination of irrigation, groundwater, seasonal streams and rainfall. In mountainous terrain, even small changes in water availability can have a major impact on crop production.

Climate

The 2023 Census recorded a literacy rate of only 28.53%. Male literacy was 32.65%, while female literacy was 23.93%.

The low female literacy rate is particularly important because girls in remote communities can face additional barriers including distance, transport, availability of female teachers and household responsibilities.

Schools in remote areas

Building schools is only one part of the education challenge. Teachers must be available, children must be able to travel safely, and schools need reliable buildings, water and basic facilities.

گندم کوہلو کی اہم فصلوں میں شامل ہے۔

2021–22 کے سرکاری زرعی اعداد کے مطابق تقریباً 8,425 ہیکٹر رقبے پر گندم کاشت کی گئی اور پیداوار تقریباً 19,757 ٹن رہی۔

سرکاری زرعی اعداد میں سبزیوں، جو، مکئی، جوار، باجرہ، دالوں اور چارے کی پیداوار بھی ریکارڈ کی گئی ہے۔
