Duki at a Glance

Duki is a mountainous district of northern Balochistan best known for its extensive coalfields. Located in the Loralai Division, the district has developed around a combination of mining, livestock, local trade and traditional Pashtun communities.

Coal is the defining feature of Duki's modern economy. The district contains the famous Duki coalfield and forms part of the wider Duki-Chamalang coal belt. Mining provides employment and supports businesses in transport, equipment, food, accommodation and other services.

According to the 2023 Census, Duki District had 205,044 residents living in 43,059 households. About 195,261 people lived in rural areas while only 9,783 lived in the urban population counted in the census.

The district's literacy rate was 44.18 percent: 53.91 percent among males and 33.43 percent among females. This gender gap remains one of the district's important development challenges.

A District of Coal and Mountains

Duki's landscape is characterised by dry mountains, valleys and elevated settlements. The terrain has historically influenced settlement patterns, transport and economic activity.

The district's natural-resource importance comes primarily from its coal deposits. Other minerals and construction materials are also found in the wider region.

The Duki Coalfield

The Duki coalfield is one of the best-known coal-producing areas of Balochistan. Government development material describes the coal as sub-bituminous and identifies multiple workable seams.

Historical government assessments have estimated large coal reserves across the Duki and adjoining Chamalang fields. The coalfield has supported mining activity for decades and remains an important part of Balochistan's mineral economy.

The Balochistan Mines and Minerals Department's published production data list 542,463.90 tonnes of coal from Duki in the production table currently available on its website.

Duki and Chamalang

Duki's coal story extends beyond the immediate town. The Chamalang coalfield is closely connected with the wider coal-bearing geological system of the region.

Government development material describes Chamalang as an extension of the Duki coalfield and records substantial indicated coal reserves there.

Chamalang also became economically important after a long-standing local dispute was resolved and commercial production expanded. The coal is regarded as relatively good quality because of its heating value.

Why Coal Matters to Duki

Coal mining is not simply an industrial activity in Duki. It affects the wider social and economic structure of the district.

Mine workers earn wages underground, while transporters move coal, workshops repair machinery, shopkeepers serve mining communities and contractors organise extraction and labour.

When mines operate normally, this network supports thousands of households. When mines close because of security concerns, accidents, labour disputes or falling demand, the economic impact spreads quickly through the district.

The Human Cost of Coal Mining

Duki's coal wealth comes with serious occupational risks. Mining underground can expose workers to methane and other toxic gases, roof collapses, mudslides, flooding and machinery accidents.

These dangers have repeatedly resulted in deaths and injuries in the district.

In April 2024, two miners died after inhaling poisonous gas inside a Duki coal mine. The incident was attributed to the accumulation of methane gas underground.

In 2025, further accidents included a miner killed by a moving coal trolley, two deaths following a toxic-gas incident and a separate mudslide that trapped four miners, three of whom died.

In April 2026, two miners were killed in another Duki coalfield accident after a coal trolley struck workers. These incidents show that mine safety remains an ongoing issue rather than a problem of the past.

The 2024 Attack on Duki Miners

Duki also experienced a devastating security incident in October 2024. Armed attackers raided a private coal mine and killed 21 miners, while six others were injured.

The victims included workers from Pakistan and Afghanistan. Mining equipment was also damaged or destroyed during the attack.

The attack demonstrated that Duki's mining communities face two different categories of danger: the physical risks of underground mining and the security risks associated with instability in Balochistan.

Mine Closures After the Attack

The 2024 attack caused widespread fear among workers. A subsequent Human Rights Commission of Pakistan fact-finding mission reported that many mines were closed after the attack and that a large number of workers, particularly migrant workers, left the area.

Labour representatives told the mission that the Duki coal sector had employed tens of thousands of people and that mine closures had therefore affected not only workers but also their families and local businesses.

The episode illustrates how closely Duki's economic health is connected with security conditions.

Improving Mine Safety

Safer mining requires more than rescue operations after an accident. Mines need proper ventilation, gas detection, protective equipment, structural inspection, emergency communication, trained workers and effective enforcement of safety regulations.

Government and industry efforts have also included emergency-response improvements. A dedicated Emergency Response Center in Duki was inaugurated in November 2024 through cooperation involving the Mines Department and PPHI Balochistan.

The centre was established to provide faster medical and emergency assistance for mining incidents and other emergencies in the mining community.

Mining and Migrant Workers

Duki's coal mines employ workers from outside the immediate district as well as local residents. Afghan workers have also been part of the mining labour force.

The presence of migrant workers makes labour protection particularly important. Workers living away from their families may have limited bargaining power and can face additional difficulties after accidents, mine closures or security incidents.

History of Duki

Duki has a long history because of its location between the Balochistan highlands and the historical routes connecting the Kandahar region with the plains of the subcontinent.

Government historical material records Duki as part of the political geography of the Kandahar region during the Mughal period.

In 1545, Duki was reportedly granted by Mughal Emperor Humayun to Mir Sayyid Ali. The territory later passed between Mughal and Safavid influence as control of Kandahar changed.

During the reign of Emperor Akbar, Duki functioned as an eastern dependency of Kandahar and provided military contingents.

After the decline of Mughal influence, the region came under Afghan dynasties, including the Ghilzai and Durrani rulers, before the British took control of the wider area in the late nineteenth century.

Duki Under British Rule

In 1879, following the Second Anglo-Afghan War, Duki and the surrounding Thal Chotiali country came under British control.

In 1881, Thal Chotiali was made a sub-district of the Harnai Political Agency, with Duki included within this wider administrative system.

British administration gradually expanded roads, communications and formal government institutions, although tribal structures continued to play an important role in local society.

Duki Becomes a District

Duki remained associated with Loralai for much of its modern administrative history. The district was formally established as a separate district in 2016.

The creation of Duki District reflected the area's growing population, mining importance and need for more local administration.

Administrative Areas

The district currently includes four tehsils: Duki, Luni, Talao and Thal Chutyali.

Duki Tehsil contains the largest share of the district's population, while the other tehsils are much more sparsely populated.

Duki Town

Duki town is the district headquarters and the administrative centre. It serves as a market and service centre for surrounding mining and rural communities.

The town's economy is closely connected with coal, transport, trade, government services and businesses supporting mining communities.

Pashtun Identity

Duki is predominantly Pashtun in language and culture. The 2023 Census recorded Pashto as the first language of about 93.27 percent of the population.

Balochi accounted for about 4.85 percent and Brahui about 0.69 percent, while the remaining population reported other languages.

Pashtun traditions, tribal relationships, hospitality, poetry, traditional dress and local jirga traditions form an important part of Duki's cultural identity.

Religion

Duki is overwhelmingly Muslim. The 2023 Census recorded approximately 99.53 percent of the population as Muslim.

Small Christian, Hindu and other religious communities are also recorded in the census. Their presence is part of the district's social history, although they represent a very small share of the population today.

Education

Education is an important development issue in Duki. Overall literacy reached 44.18 percent in the 2023 Census, but female literacy was only 33.43 percent compared with 53.91 percent for males.

Duki Tehsil had a substantially higher literacy rate of 50.48 percent, while literacy was much lower in Talao Tehsil at 21.41 percent.

These differences show that development needs vary significantly between the district's urban and rural areas.

Girls' Education

Increasing girls' access to education is one of Duki's most important long-term opportunities.

Female literacy is well below male literacy, and rural communities can face additional barriers involving distance, transport, school availability and household economics.

More girls' schools, female teachers, secondary-school facilities and safe transport could help reduce the education gap.

Healthcare

Duki's mining economy creates healthcare needs that are different from those of a purely agricultural district.

Hospitals and emergency facilities need to be capable of dealing with trauma, respiratory problems, burns, fractures, gas exposure and other injuries associated with mining.

Emergency medical response is particularly important because mining accidents often occur underground and can require specialised rescue operations before injured workers can reach a hospital.

Water and Rural Development

Duki's dry environment makes reliable water supply important for both households and agriculture.

Rural communities require dependable drinking-water schemes, roads, electricity and basic public services. Improving these services would also make it easier for children to attend school and for communities to access healthcare.

Agriculture and Livestock

Mining dominates the district's economic reputation, but livestock and small-scale agriculture remain important for rural households.

The dry climate limits agricultural potential compared with irrigated districts of Punjab and Sindh, but livestock can provide an important source of household income and food security.

Minerals Beyond Coal

Duki's mineral potential is not limited to coal. Government development material also records marble, limestone, gypsum, silica sand and other mineral resources in the wider district and surrounding region.

Better processing and value addition could allow the district to earn more from its mineral resources rather than relying mainly on the extraction and transportation of raw material.

The Economic Challenge

Duki's biggest economic strength is also one of its biggest vulnerabilities: dependence on mining.

When coal production is strong, many businesses benefit. When mines close because of security, accidents, labour disputes or market conditions, local incomes can fall rapidly.

Economic diversification into mineral processing, transport, vocational training, livestock, construction, small manufacturing and services could make Duki more resilient.

Environmental Concerns

Coal extraction can affect land, air and water quality. Mine waste, abandoned workings, dust, transportation and uncontrolled extraction can create environmental problems.

Responsible mining requires proper reclamation, waste management, ventilation, monitoring and rehabilitation of exhausted mine sites.

Roads and Connectivity

Duki's position within northern Balochistan gives it connections toward Loralai, Quetta and neighbouring districts.

Reliable roads are particularly important for the mining economy because coal must move from remote mine sites to markets and industrial users.

Better roads also improve access to schools, hospitals and markets for rural communities.

Duki's Main Problems

What Duki Needs for the Future

Duki's future depends on making its mining economy safer and more productive while building alternatives outside coal.

Strong mine inspections, gas monitoring, emergency rescue capacity, worker training and enforcement of safety regulations should remain priorities.

At the same time, investment in education, healthcare, roads, water, vocational training and small businesses can help ensure that the district's economic future does not depend entirely on underground mining.

Why Duki Matters

Duki is important to Balochistan because it combines a long historical identity with major mineral resources. Its coalfields contribute to Pakistan's energy and industrial economy, while its Pashtun communities maintain a distinctive cultural identity.

But the district also illustrates the difficult side of resource-based development. Mineral wealth does not automatically produce high literacy, safe employment or strong public services.

The central challenge for Duki is therefore clear: make coal mining safer, protect workers, improve public services and use mineral wealth to create broader and more sustainable opportunities for local people.

کوئلے اور پہاڑوں کا ضلع

دوکی کا جغرافیہ خشک پہاڑوں، وادیوں اور بلند علاقوں پر مشتمل ہے۔ یہی جغرافیہ تاریخی طور پر آبادی، آمدورفت اور معاشی سرگرمیوں پر اثر انداز ہوتا رہا ہے۔

دوکی کوئلہ فیلڈ

بلوچستان مائنز اینڈ منرلز ڈیپارٹمنٹ کے موجودہ شائع شدہ اعداد میں دوکی کے لیے 542,463.90 ٹن کوئلہ پیداوار درج ہے۔

دوکی اور چمالانگ

دوکی کی کوئلے کی کہانی صرف دوکی شہر تک محدود نہیں۔ چمالانگ کوئلہ فیلڈ بھی اسی وسیع معدنی نظام کا اہم حصہ ہے۔

سرکاری ترقیاتی مواد چمالانگ کو دوکی کوئلہ فیلڈ کی توسیع قرار دیتا ہے اور وہاں بھی کوئلے کے قابل ذکر ذخائر کی نشاندہی کرتا ہے۔

چمالانگ میں مقامی تنازع حل ہونے کے بعد تجارتی پیداوار میں اضافہ ہوا اور یہ علاقہ مزید اہم معدنی مرکز بن گیا۔

دوکی کے لیے کوئلہ کیوں اہم ہے؟

دوکی میں کوئلہ صرف ایک صنعت نہیں بلکہ مقامی معیشت کا اہم حصہ ہے۔ کان کن زیر زمین کام کرتے ہیں، ٹرانسپورٹر کوئلہ منتقل کرتے ہیں، ورکشاپس مشینری کی مرمت کرتی ہیں اور دکاندار کان کنی سے وابستہ آبادی کو خدمات فراہم کرتے ہیں۔

جب کانیں معمول کے مطابق چلتی ہیں تو ہزاروں گھرانے براہ راست یا بالواسطہ فائدہ اٹھاتے ہیں۔ جب سیکیورٹی، حادثات یا دیگر وجوہات سے کانیں بند ہوتی ہیں تو پورا مقامی کاروباری نظام متاثر ہوتا ہے۔

کوئلہ کان کنی کی انسانی قیمت

کوئلے کی دولت کے ساتھ خطرات بھی موجود ہیں۔ زیر زمین کانوں میں میتھین اور دوسری زہریلی گیسیں، چھت گرنے، مٹی کے تودے، پانی بھرنے اور مشینری کے حادثات کان کنوں کے لیے خطرہ بن سکتے ہیں۔

اپریل 2024 میں دوکی کی ایک کوئلہ کان میں زہریلی گیس سے دو مزدور جاں بحق ہوئے۔

2025 میں بھی متعدد حادثات ہوئے جن میں کوئلے کی ٹرالی سے ایک مزدور کی موت، زہریلی گیس سے دو اموات اور مٹی کے تودے سے چار مزدوروں کے پھنسنے کا واقعہ شامل تھا جس میں تین افراد جاں بحق ہوئے۔

اپریل 2026 میں دوکی کوئلہ فیلڈ میں ایک اور حادثے میں دو کان کن جاں بحق ہوئے۔ اس سے ظاہر ہوتا ہے کہ کان کنی کی حفاظت آج بھی ایک مسلسل مسئلہ ہے۔

2024 میں دوکی کے کان کنوں پر حملہ

اکتوبر 2024 میں دوکی کو ایک انتہائی سنگین سیکیورٹی واقعے کا سامنا ہوا جب مسلح افراد نے ایک نجی کوئلہ کان پر حملہ کیا اور 21 کان کنوں کو قتل کر دیا جبکہ چھ افراد زخمی ہوئے۔

متاثرین میں پاکستانی اور افغان مزدور شامل تھے اور حملے میں کان کنی کی مشینری کو بھی نقصان پہنچایا گیا۔

اس واقعے نے واضح کیا کہ دوکی کے کان کنوں کو صرف زیر زمین کان کنی کے خطرات ہی نہیں بلکہ بلوچستان کی سیکیورٹی صورتحال سے بھی خطرات لاحق ہیں۔

حملے کے بعد کانوں کی بندش

2024 کے حملے کے بعد کئی کانیں بند ہوئیں اور بہت سے مزدور، خاص طور پر باہر سے آنے والے مزدور، علاقے سے واپس چلے گئے۔

انسانی حقوق کمیشن پاکستان کی ایک فیکٹ فائنڈنگ رپورٹ کے مطابق کانوں کی بندش سے مزدوروں کے ساتھ ان کے خاندان اور مقامی کاروبار بھی متاثر ہوئے۔

کان کنی میں حفاظت کیسے بہتر ہو؟

کان کنی میں حفاظت صرف حادثے کے بعد ریسکیو تک محدود نہیں ہونی چاہیے۔ کانوں میں مناسب وینٹیلیشن، گیس ڈیٹیکٹر، حفاظتی سامان، مضبوط ساخت، ایمرجنسی مواصلات، تربیت یافتہ مزدور اور موثر معائنہ ضروری ہیں۔

دوکی میں نومبر 2024 میں ایک خصوصی ایمرجنسی رسپانس سینٹر بھی قائم کیا گیا تاکہ کان کنی کے حادثات اور دیگر ہنگامی حالات میں تیز طبی امداد فراہم کی جا سکے۔

مقامی اور افغان کان کن

دوکی کی کانوں میں مقامی مزدوروں کے ساتھ دوسرے علاقوں اور افغانستان سے آنے والے مزدور بھی کام کرتے رہے ہیں۔

اس لیے مزدوروں کے حقوق، مناسب اجرت، حفاظتی سامان، حادثات کے بعد معاوضہ اور خاندانوں کی مدد انتہائی اہم معاملات ہیں۔

دوکی کی تاریخ

دوکی کی تاریخی اہمیت اس کے محل وقوع سے بھی جڑی ہوئی ہے۔ یہ علاقہ قندھار اور بلوچستان کے درمیان تاریخی راستوں اور پہاڑی خطے میں واقع رہا ہے۔

تاریخی سرکاری مواد کے مطابق 1545 میں مغل بادشاہ ہمایوں نے دوکی کا علاقہ میر سید علی کو عطا کیا۔ بعد میں قندھار کی سیاست کے ساتھ یہ علاقہ مغل اور صفوی اثرات کے درمیان منتقل ہوتا رہا۔

اکبر کے دور میں دوکی قندھار صوبے کے مشرقی حصے کے طور پر استعمال ہوتا تھا اور فوجی دستے بھی فراہم کرتا تھا۔

بعد میں غلزئی، درانی اور دیگر افغان حکمرانوں کے ادوار آئے اور انیسویں صدی کے آخر میں یہ علاقہ برطانوی کنٹرول میں چلا گیا۔

برطانوی دور

1879 میں دوسری افغان جنگ کے بعد دوکی اور تھل چوٹالی کا وسیع علاقہ برطانوی کنٹرول میں آیا۔

1881 میں تھل چوٹالی کو ہرنائی پولیٹیکل ایجنسی کے ماتحت سب ڈسٹرکٹ بنایا گیا اور دوکی بھی اس انتظامی نظام کا حصہ تھا۔

برطانوی دور میں سڑکوں، مواصلات اور سرکاری انتظام میں اضافہ ہوا، اگرچہ مقامی قبائلی نظام بدستور اہم رہا۔

دوکی الگ ضلع کیسے بنا؟

جدید دور میں دوکی طویل عرصے تک لورالائی کے انتظامی ڈھانچے سے وابستہ رہا۔ 2016 میں دوکی کو الگ ضلع بنایا گیا۔

الگ ضلع بنانے کا مقصد مقامی آبادی، کان کنی کی بڑھتی ہوئی اہمیت اور انتظامی ضروریات کو زیادہ موثر طریقے سے پورا کرنا تھا۔

دوکی شہر

دوکی شہر ضلع کا صدر مقام اور انتظامی مرکز ہے۔ یہ اردگرد کے دیہی علاقوں اور کان کنی کی آبادی کے لیے مارکیٹ اور خدمات کا مرکز بھی ہے۔

شہر کی معیشت میں کوئلہ، ٹرانسپورٹ، تجارت، سرکاری خدمات اور کانوں سے متعلق کاروبار نمایاں ہیں۔

پشتون شناخت

دوکی لسانی اور ثقافتی اعتبار سے ایک نمایاں پشتون ضلع ہے۔ 2023 کی مردم شماری میں تقریباً 93.27 فیصد آبادی کی مادری زبان پشتو ریکارڈ ہوئی۔

بلوچی تقریباً 4.85 فیصد جبکہ براہوی تقریباً 0.69 فیصد کی مادری زبان تھی۔

پشتون روایات، قبائلی تعلقات، مہمان نوازی، شاعری، روایتی لباس اور جرگہ روایت مقامی ثقافت کا حصہ ہیں۔

لڑکیوں کی تعلیم

خواتین کی شرح خواندگی کم ہونے کی وجوہات میں اسکولوں کا فاصلہ، ٹرانسپورٹ، خواتین اساتذہ کی کمی اور دیہی معاشی حالات شامل ہو سکتے ہیں۔

صحت

کان کنی کی وجہ سے دوکی میں صحت کی ضروریات عام زرعی ضلع سے مختلف ہیں۔ اسپتالوں کو سانس کے مسائل، گیس سے متاثرہ مریضوں، فریکچر، جلنے اور کان کنی کے دیگر حادثات سے نمٹنے کی صلاحیت درکار ہے۔

زیر زمین حادثات کے بعد زخمی مزدوروں کو نکالنے اور ہسپتال تک پہنچانے میں فوری طبی اور ریسکیو نظام انتہائی اہم ہے۔

پانی اور دیہی ترقی

خشک ماحول کی وجہ سے پانی کی قابل اعتماد فراہمی بھی اہم مسئلہ ہے۔ دیہی علاقوں میں صاف پانی، بجلی، سڑکیں اور بنیادی سہولیات بہتر بنانے کی ضرورت ہے۔

زراعت اور مویشی

اگرچہ دوکی کی شہرت کوئلے کی وجہ سے ہے، لیکن دیہی خاندانوں کے لیے مویشی پالنا اور محدود زراعت بھی اہم ہے۔

خشک آب و ہوا زراعت کو محدود کرتی ہے، تاہم مویشی دیہی گھرانوں کے لیے آمدنی اور غذائی تحفظ کا اہم ذریعہ بن سکتے ہیں۔

کوئلے کے علاوہ معدنیات

دوکی کی معدنی صلاحیت صرف کوئلے تک محدود نہیں۔ سرکاری مواد میں ماربل، چونا پتھر، جپسم، سلیکا سینڈ اور دیگر معدنی وسائل کا بھی ذکر ملتا ہے۔

دوکی کی سب سے بڑی معاشی طاقت اس کی سب سے بڑی کمزوری بھی ہے: کان کنی پر انحصار۔

ماحولیاتی مسائل

کوئلہ کان کنی زمین، ہوا اور پانی پر اثر ڈال سکتی ہے۔ کانوں کا فضلہ، گردوغبار، ٹرانسپورٹ اور غیر فعال کانیں ماحولیاتی مسائل پیدا کر سکتی ہیں۔

ذمہ دار کان کنی کے لیے زمین کی بحالی، فضلہ مینجمنٹ، وینٹیلیشن، مسلسل نگرانی اور ختم ہونے والی کانوں کی مناسب بحالی ضروری ہے۔

گیس مانیٹرنگ، کانوں کا معائنہ، ریسکیو نظام، حفاظتی تربیت اور قوانین پر عمل درآمد بنیادی ترجیحات ہونے چاہئیں۔

اسی کے ساتھ تعلیم، صحت، پانی، سڑکوں، فنی تربیت اور چھوٹے کاروبار میں سرمایہ کاری ضروری ہے تاکہ ضلع کا مستقبل صرف زیر زمین کان کنی پر منحصر نہ رہے۔

دوکی کیوں اہم ہے؟

دوکی بلوچستان کے لیے اس لیے اہم ہے کہ یہاں تاریخی شناخت اور بڑے معدنی وسائل ایک ساتھ موجود ہیں۔ اس کے کوئلہ فیلڈ پاکستان کی صنعتی معیشت میں حصہ ڈالتے ہیں جبکہ مقامی پشتون معاشرہ اپنی الگ ثقافتی شناخت برقرار رکھتا ہے۔

لیکن دوکی یہ بھی دکھاتا ہے کہ قدرتی وسائل کی موجودگی خود بخود اعلیٰ معیار زندگی، محفوظ روزگار یا بہتر تعلیم پیدا نہیں کرتی۔

ضلع کا بنیادی چیلنج یہ ہے کہ کوئلہ کان کنی کو محفوظ بنایا جائے، مزدوروں کی حفاظت کی جائے، عوامی خدمات بہتر ہوں اور معدنی دولت کو مقامی لوگوں کے لیے زیادہ وسیع اور پائیدار مواقع میں تبدیل کیا جائے۔
